Let me explain.....
There are 2 types of ip addresses out there: data center and local isp.
What is the difference between these two, and how can other website
administrators figure out what belongs to each category?
Data Center IP's: These types of ip addresses are not
issued by local isp's, rather they are owned by companies that operate
thousands of servers. Each of the 5 regional internet registrars issue
specific ip addresses to these companies. These companies then setup
server farms that house thousands of physical servers that can be
purchased by the general public. The companies are registered as the
owners of the ip addresses and a general web search of these companies
will show you where their servers can be purchased and for how much. The
ip address ranges issue to data centers can easily be spotted by
another network administrator and they can choose to block the ip
address because it is not a local isp ip address. This happens quite
frequently on the internet.
Local ISP IP's: Local internet service providers are the
folks you purchase your internet access from. This comes in the form of
dsl and cable for most users. This includes satellite internet providers
as well, and also includes the now extinct dial-up providers as well.
The ip addresses issued to you through local internet service providers
(i.e. Time Warner Cable, AT&T, Comcast, etc...) are local providers
specific to each country. Local isp ip addresses are used everywhere on
the internet to determine your location. For example, if you wanted to
watch tv that streams over the internet but was only permitted for
British local isp's, an American local isp provider would not be able to
get that for you. You would then have to look for a British vpn
provider and hope that their data center ip's could pass the tests to
grant you access to the tv content that you want. Data center ip
addresses may work for a while, but eventually get closed down because
the tv providers only want to give their content to legitimate local
users in their own country on a local isp that they can verify. This is
just one of many examples.

blocks for our clients. Data center ip's have a very limited life span,
which means any website operator can easily identify and block/deny
services to that type of ip address. With local isp and residential
networks, we can put an end to all this and make users from around the
world appear to be local users in whatever country they desire to be
from.
